Call for Proposals for Development Projects

Objectives and description

This Call for Proposals is based on the decision taken by the European Commission's PHARE Programme for the implementation of the support project “Enhancement and development of the professional expertise of the Romanian audiovisual sector”. The project purpose is to strengthen the audiovisual sector in Romania, with the aim to promote European cultural diversity and to develop a viable national audiovisual industry. The development stage includes operations such as:

  1. the acquisition of rights
  2. scriptwriting, including treatment and up to the final script
  3. storyboard
  4. casting and identification of talent and technical team
  5. budgeting costs
  6. development of the plan for funding the project
  7. search for and identification of partners, co-producers and funding
  8. production plan
  9. sales, distribution and marketing plan
Eligible applicants

Applicants for funding for the development of audiovisual projects must be independent Romanian production companies and must have been registered for at least 3 months. There are no minimum requirements in terms of the company’s turnover or profit, but the company must provide evidence of its financial capacity. Previous experience in audiovisual production is not mandatory.

Budget

The total budget for the Development Grant Scheme is 300.000 €. The financial support to the costs of development will in no case exceed 90% of the total budgeted cost of the development of said project. The maximum amount awarded for each category is the following: EUR 25.000 (case of drama projects), EUR 17.000 (case of documentaries), and EUR 30.000 (case of animation projects).

General Guidelines

This grant scheme of 300.000 Euro is aimed for minimum of 20 grants of at least 10.000 euros for development of production porojects for independent producers.

The grant scheme is intended to support development of Romanian production projects in feature films, television fiction, television series and documentaries and will be designed according to the guidelines of the MEDIA Development and New Talent programmes.

Above the line, the grant scheme will finance development of projects with a European market potential. This will give the opportunity to Romanian professionals to participate at various networking and co-production sessions.

Below the line, the grant will support Romanian independent producers to participate in international co-productions or productions based on a regional perspective. It will provide a leverage effect for complementary funds. Eventually, the grant scheme will increase the possibility of job creations in the independent production sector.
